Resilience is not planned centrally. It is grown locally.
Europe is living through an era of degenerative volatility: cascading pressures that steadily reduce a society's capacity to adapt. It cannot be answered by a masterplan, and it is already being answered somewhere specific.
Degenerative volatility
Shocks are arriving faster than the systems absorbing them can recover. Each one leaves a little less capacity behind, so the next lands on thinner ground. War, polarisation and institutional erosion are compounding the effect.
What is being lost is not only assets. It is optionality — the material and relational conditions that make adaptation possible at all. A place with degraded soil, weak trust and no local capital has fewer futures available to it than one without those deficits, whatever its GDP says.
Horizons of possibility are narrowing into corridors of necessity.
Four erosions, one condition

Ecological
Soil fertility declining, species disappearing, water systems eroding. The substrate every other economy is drawn on is thinning, and it is thinning fastest where the least capital is available to respond.

Social
Polarisation, loneliness, weakening trust and reciprocity. The relational infrastructure a place needs in order to act together is exactly what degrades first under sustained pressure.

Economic
The foundational economies — water, food, energy, care, housing — are increasingly exposed. These are not sectors among others; they are the conditions on which every other return depends.

Cognitive
A diminished capacity for sovereign agency. Where a community can no longer form a shared account of what is happening to it, collective response slows at exactly the moment speed matters.
Why a bioregion
A bioregion is a territory with ecological and cultural coherence — the scale at which global forces become tangible and a coherent response is still possible. Large enough to matter systemically, small enough that people can see the feedback from what they do.
Administrative boundaries cut across water, food and energy systems alike. That is why a place can be governed competently and still be unable to act coherently: the geography of the problem does not match the geography of the mandate.
What bioregioning restores is the autopoietic capacity of place — its ability to renew and reorganise itself — through distributed infrastructure, regenerative practice, and governance held close to the consequences it produces.
The strength of Europe has always been its diversity. Its resilience will be built the same way: fractally, from many places at once.
Security economics, not market economics
Restoration stops being a cost to be justified and becomes infrastructure to be financed — the same category as transport or digital, valued for continuity rather than efficiency.
How a BFF answers thatAbstract capital flows cannot stay insulated from the biophysical and social systems beneath them. As those degrade, the risk inevitably shows up on balance sheets.
The conclusion for strategic allocators to commit to bioregional resilience is not charitable. Ecosystem restoration and local economic strengthening function as foundational risk mitigation: they reduce volatility while opening the possibility of value creation that lasts longer than a fund cycle.
Finance will increasingly pay attention to place, and reorient around foundational economies.
The question is only whether that reorientation happens early enough to be useful, and whether the places doing the work have the infrastructure to receive it when it comes.
